On December 22nd, 2005, the Berlin Senate Administration for City Development (SenStadt) officially activated its new viewing function for real estate cadastre in the Internet. With it, registered users can easily choose and comfortably and immediately acquire the extracts from the official real estate register with owner details that are relevant for them.
This new service for geodata integrates the Automated Real Estate Map (ALK) as well as the Automated Real Estate Register (ALB) of the Federal State of Berlin, provides them on top of powerful Internet technology from AED-SICAD and automatically carries through the pricing and accounting functions by means of the e-commerce component of AED-SICAD business partner grit. Therefore, for example, real estate agents and evaluators can now include the cadastre data into their work processes with minimal effort.
True to the motto "Not the citizens run, but the data", the Senate Administration for City Development realized an e-government application, which brings a considerable leverage effect for the intensified and multiple use of the official cadastre data.
Thomas Luckhardt, manager of the responsible department III - Geoinformation, Surveying, Evaluation, says: "The three essential criteria for the value and the usability of geodata are, that they are up-to-date, complete and - last but not least - available. With the LIKA viewing function, we offer the option to access the official real estate data of all Berlin also to users outside public administration. Apart from the availability, the security, ease of use and concise cost overview are decisive attributes. The fast growing number of users shows, that this is a promising way to help to get geodata accepted on a broad basis."
Concise navigation, targeted ordering
The application is entered via the portal Berlin.de or the following link:
The menu comprises explanations about the conditions of use and the functionality as well as a sample contract for the registration. Following a secure log-in via a specific user name and password, the user is led to the map and can then chose between navigation by address, area, postal code or map graphics, which is marked by a pinpoint symbol. With the download button as central functionality, the desired extracts from the Automated Real Estate Register can now be ordered. The same applies to the map downloads from the Automated Real Estate Map, which are available in different formats for individual purposes, like EDBS, DXF or PNG. The option to switch directly between ALB and ALK has special practical meaning. In addition to the real estate map, there are also raster data for the overview map of the selected area. The user then gets his ordered data via an automatically generated email.
By means of the AED-SICAD Internet technology, the LIKA viewing system accesses the original data of ALK and ALB, that are kept up-to-date by the districts and merged by SenStadt, installs them in the background and then sets up the corresponding map depiction. According to the business model "Pay-per-use", the registered user has to pay only low costs for using the system, which are subject to a scale of discount after a longer period. The balance sheet window provides full transparency of the costs and ordering procedures. It is part of the e-commerce component developed by grit.
